The proposed EuroVelo 21 would connect the Danube region with the Adriatic. Its planned 1,061 km corridor starts in Belgrade and ends in Shkodër, Albania, passing through Bosnia and Herzegovina and Montenegro along the way. It would link three capitals — Belgrade, Sarajevo and Podgorica — and partly follow a former narrow-gauge railway.

At Shkodër, the route is planned to meet EuroVelo 8, the Mediterranean Route. That connection could eventually support longer cross-border journeys through South-Eastern Europe. A route number, however, does not mean that the whole corridor already has continuous signs or uniformly developed cycling infrastructure.

EuroVelo 21 has held candidate status since 2026. Infrastructure, services and route information must be developed and its quality assessed before it can formally join the network. Integration is expected by 2031 only if the criteria are met. For now, this is a promising corridor to watch rather than a finished itinerary.
